Chancellor Klein is creating a system of effective schools
in New York City through a dynamic reform program known as
Children First. Launched in January of 2003, the goal of
this program is to create a system of outstanding schools
in which every child and teacher has access to effective
teaching and learning. In order to achieve this goal, Children
First will change the conditions and culture of the public
school system in order to create a climate where principals
can be successful leaders.
Children First has espoused
the following changes to better empower and support principals:
Empowerment/Autonomy
Principals will:
•
Have increased control over school budgets
•
Be able to select new Assistant Principals
•
Have reduced administrative burden
•
Have improved access to data
Support Mechanisms
Principals will:
•
Receive hands-on leadership development training through
the NYC Leadership Academy
•
Receive ongoing management and support in instruction and
teacher development from Local Instructional Superintendents
(LIS's) who will each manage a Network of 10 to 12 schools
•
Be supported by Regional Operations Centers that will manage
personnel, finance, budget, food, transportation, and custodial
issues
•
Participate in peer support networks fostered by the NYC Leadership
Academy
•
Be equipped with the skills to optimize their use of technology
•
Be supported by Parent Coordinators hired at each school
to provide a resource to help facilitate parent and community
engagement
